What is the House Bill number for the elevator act?
HB197 ACT No. 2003-349 Codified Section 25-13-1

Why does Alabama need an elevator law?
The purpose of the Chapter is to provide for the safety of life and limb and to promote public safety awareness. There are about 17,000 elevator and associated equipment accidents a year across the country, and approximately 25 people killed each year. We will become the 44th state to regulate the installation, maintenance and inspection of elevators and associated equipment.

When does the law go into effect?
The act, which added this chapter, was made effective September 1, 2003.

What department will oversee the elevator program?
The Alabama Department of Labor enforces the nationally recognized safety codes and administers the licensing procedures under the direction of Labor Commissioner Jim Bennett and Ralph Pate, Chief Inspector of the Boiler/Elevator division.

What is the Elevator Safety Review Board?
A board consisting of 10 members representing industry, owners, professionals and the general public. It is inclusive in that it represents the economic diversity of the state. Its responsibilities are to establish regulations regulated by the elevator law and to better define those areas not covered in established codes and standards.

How will I know if an elevator has been inspected?
Each elevator specified in the Chapter will be inspected annually in accordance with the Chapter and will be issued a "certificate of operation" by the department which will be posted in the elevator.

As an Installer what will I need to do to install an elevator?
You will need and Elevator Contractors License and an Installation Permit issued by the department on forms provided by the department. Please see:

Whose responsibility is it to have their equipment inspected annually?
It shall be the responsibility of the owners of all new and existing conveyances located in any building or structure to have the conveyances inspected annually.

What code edition will you use for new elevator installations?
A17.1-2004 with 2005 addenda.

If I have an elevator that I don't use…do I still have to have it inspected?
Yes.
